Safeguarding training for supply agencies

One annual, CPD Certified, 60-minute course that covers KCSiE safeguarding, child protection, the Prevent duty, allergy and anaphylaxis, for every supply teacher and teaching assistant on your books.

The honest version

What actually obliges you, and what does not

No law requires an agency to train the workers it supplies. Plenty of training is sold on the opposite claim, so it is worth being direct about it. Four things do bite, and a single dated certificate closes all four.

Legal duty, on you

Confirming training before you supply

Regulation 19 requires an employment business, before introducing or supplying a work-seeker, to obtain confirmation that the work-seeker has the experience, training and qualifications the hirer considers necessary. The duty is triggered by what the school asks for. Once a school treats safeguarding training as necessary for the booking, confirming it is your legal obligation, not a nice-to-have.

Conduct of Employment Agencies and Employment Businesses Regulations 2003, reg 19

Legal duty, on you

Your DBS referral duty as a personnel supplier

Section 36 places a referral duty on personnel suppliers, a definition that expressly includes employment agencies and employment businesses. KCSiE 2026 points at it directly at paragraph 458. Most safeguarding courses are written for school staff and never mention it. Ours covers it, because it is your duty and not the school’s.

Membership standard, voluntary and audited

Training within the last 12 months

APSCo Compliance+ requirement 26A asks that all candidates have undertaken safeguarding training within the last 12 months before being placed in a school, evidenced by sight of the candidate’s certificate. 26B flags Prevent training at least every 12 months as best practice. This is the real reason an annual course exists, and it is a membership standard rather than a regulation.

Commercial expectation

The school asks before the booking

Schools increasingly make a current safeguarding certificate a condition of accepting a worker, alongside the written confirmation of checks they are legally required to obtain from you under KCSiE paragraph 364. No citation needed for this one. You already know.

What we will not claim

KCSiE does not require annual safeguarding training. It asks for training at induction, regularly updated, with updates at least annually, and the examples it gives of those updates are emails, e-bulletins and staff meetings (paras 153 to 154). It is a “should”, not a “must”, and it is addressed to governing bodies, not to you. We would rather you bought this knowing that.
